Areas of Responsibility

The Project Manager of the Design & Construction Department is responsible for managing some of the various development and construction projects currently in the Yard’s $300M ten-year capital budget.

  • Assist senior management during the planning and implementation of new projects, especially for the waterfront and its related structures
  • Direct all aspects of project management from planning, budget and scope development to vendor procurement, program management and oversight, design and/or construction management to project closeouts
  • “Take ownership” of multiple design and construction projects concurrently, ensuring that they remain on schedule and within budget
  • Proactively manage issues around design, budget and timeline – preventing issues where possible and developing strategies and making recommendations for solutions as needed
  • Prepare Request for Proposals and/or Request for Bids, assist senior management in the evaluation process, prepare necessary contract documents, maintain project files and schedule, and propose and implement strategies for achieving more comprehensive and efficient procedures
  • Interface and negotiate with architects, engineers, construction managers, general contractors, sub-contractors and tenants
  • Interface with the Office of Management and Budget’s (OMB) Supervising Analyst on an as needed basis for tracking and reporting of program/project data and progress
  • Work with the Leasing Department to coordinate review of proposed work to ensure communication and minimize tenant conflicts
  • Work with the Development and Planning groups (and other departments) to ensure mission consistency and strategy development on projects
  • Perform special projects to ensure the stability and upgrade of the yard’s overall physical plant
  • Maintain accurate and complete department files, both electronically and hard copy
  • To perform this job successfully, an individual must be able to perform each duty satisfactorily.

Required Skills and Abilities

  • Strong understanding of and background in project management/construction management
  • Ability to draft memos, manage spreadsheets, and create documents using Microsoft Office, AutoCAD, Microsoft Project and PowerPoint
  • Strong sense of initiative with respect to resolving contracting issues and generally fulfilling job duties
  • Knowledge of NYC Construction Codes and permitting process
  • Knowledge of or ability to understand and interpret Federal rules and regulations regarding construction procurement and contracting
  • Ability to think creatively and contribute to the project’s success
  • Commitment to teamwork and an integrated approach to project delivery
  • Ability to communicate effectively at all levels – externally with City budget oversight and program monitoring officials, consultants, contractors and tenants, City, Federal and State officials concerning permitting and/or state and Federal special programs, and internally with the Asset Management, Operations, Utility, Finance, Legal, Security, and Development Departments
  • Strong problem solving skills
  • Excellent written and oral communication skills

Qualifications

  • Bachelor’s degree in Engineering, Engineering Construction Science, Construction Management and/or Architecture from an accredited four-year institution
  • Five to seven years of experience in planning, managing and coordination of design and construction projects
  • Some experience with Federally and state funded projects is a plus
