President & CEO
David Ehrenberg serves as the President and Chief Executive Officer of the Brooklyn Navy Yard Development Corporation (BNYDC), overseeing the Yard's diverse tenant base and 1.8 million SF expansion. Prior to joining BNYDC, Mr. Ehrenberg was an Executive Vice President and co-head of the Real Estate Transaction Services group at the New York City Economic Development Corporation (NYCEDC). While at NYCEDC, Mr. Ehrenberg was a senior manager on many of the City’s priority economic development projects including: the Applied Sciences initiative that resulted in Cornell’s new campus on Roosevelt Island; the redevelopment of six acres of vacant land on the Lower East Side known as Seward Park; the Atlantic Yards project; as well as the creation and implementation of hundreds of millions of dollars of programs to support small businesses after Hurricane Sandy. In addition to marquee projects, he supervised dozens of industrial and manufacturing projects across the City and supervised the operations of the City’s Industrial Development Agency.
Before joining NYCEDC, Mr. Ehrenberg worked at South Brooklyn Legal Services as the coordinator for a microenterprise program. He is a graduate of Wesleyan University where he majored in government and urban studies, was a Fulbright Fellow in Zimbabwe, and received dual Masters Degrees from the Woodrow Wilson School at Princeton University in Public Policy and Urban Planning.
Chief of Staff, EVP
Clare Newman serves as Chief of Staff and Executive Vice President of the Brooklyn Navy Yard Development Corporation (BNYDC). Ms. Newman comes to BNYDC from Bloomberg Philanthropies where she was a senior leader on the Government Innovation team. In that role she led the Mayors Challenge, an international competition to inspire and incentivize cities to generate innovative ideas to solve major urban challenges. Prior to joining Bloomberg Philanthropies, Ms. Newman was a Vice President in New York City Economic Development Corporation’s (NYCEDC’s) Real Estate division. There she worked with government, not-for-profit, and private sector partners to lead development projects and other City initiatives. In her over five years at NYCEDC, Ms. Newman executed projects throughout the five boroughs including the restoration of the Loews Kings Theatre in Flatbush, Brooklyn, the City’s bike share program, and the Applied Sciences tech-campus initiative.
Ms. Newman received a Masters of Urban Planning from the Graduate School of Architecture, Planning and Preservation at Columbia University and a B.A. with honors in Political Economy from Williams College. She is a member of Women in Housing and Finance and is an AICP certified urban planner.
Chief Administrative Officer, EVP
Jocelynne Rainey is Executive Vice President and Chief Administrative Officer for the Brooklyn Navy Yard Corporation (BNYDC), the not-for-profit corporation that manages and develops the Brooklyn Navy Yard as an urban industrial park. As the Chief Administrative Officer Jocelynne manages Human Resources, the Employment Center and internal operations at the Brooklyn Navy Yard. Under her leadership, the Employment Center has more than doubled its annual placement goals and has experience an increase of 25% in the number of tenant businesses benefitting from Employment Center services. The Brooklyn Navy Yard Employment Center is a model and is helping businesses grow and local residents find good jobs in growing industries.
Jocelynne began her career with the non-profit health care agency Independent Living Association in 1992, as the Director of Training and Development. She later entered the for–profit sector as the Regional Human Resources Representative with food industry giant Boar’s Head Provisions before joining Specialty Food Retailer Agata & Valentina as the Human Resources Director.
Jocelynne holds a B.S. degree from Southern Connecticut University, M.S. degree from Audrey Cohen College and is currently a candidate for a doctoral degree in Executive Leadership from St. John Fisher College.
Chief Operating Office, EVP
Sukanya Paciorek is the Executive Vice President and Head of Asset Management at the Brooklyn Navy Yard Development Corporation. In this role, Sukanya oversees leasing and facilities’ operations at the Navy Yard, including the yard’s maintenance, energy infrastructure and utilities management efforts. Prior to BNY, Sukanya was the Senior Vice President of Corporate Sustainability at Vornado Realty Trust, where she led Vornado’s energy and sustainability efforts and managed the utilities group for Vornado’s New York Division. Sukanya previously worked in the energy industry and for the U.S. Department of State.
Sukanya serves on several boards and advisory groups, including the Urban Green Council, Greenlight New York, NYU ACRE and the Pratt Area Community Council. She has a master’s degree from Columbia University’s School of International and Public Affairs where she studied international energy management and policy, and an undergraduate degree in international studies and political science from the Ohio State University.
General Counsel, EVP
Paul Kelly serves as General Counsel, Secretary and Executive Vice President of the Brooklyn Navy Yard. Mr. Kelly oversees all legal matters of the Corporation and also manages its records management division. Prior to joining BNYDC, Mr. Kelly served as General Counsel for The Trust for Governors Island. He has also served as General Counsel for the Brooklyn Bridge Park Corporation and as an assistant General Counsel of the New York City Economic Development Corporation.
Prior to joining BNYDC, Mr. Kelly worked on many major real estate transactions involving the City of New York such as: the redevelopment of the World Trade Center after 9/11; the acquisition of Governors Island from the federal government; the relocation of the Fulton Fish Market to Hunts Point in the Bronx; and the renegotiation and extension of the leases for Kennedy and LaGuardia Airports.
Mr. Kelly started his career as a real estate partner in the law firm of Gibney, Anthony & Flaherty. He received his JD and BA degrees from Fordham University and a MS degree in Real Estate from NYU.
Kerry A. Keegan
Senior Vice President, Design & Construction
Kerry Keegan is Senior Vice President of Design and Construction. Since joining BNYDC in 1986, she has served as project manager in the construction of Steiner Studios and in the rehabilitation of the Naval Hospital Annex, both of which involved evaluation and implementation of infrastructure improvements. Currently, Ms. Keegan is planning up to 7 new building construction projects to occur at BNYDC over the next 4 years. Her preceding roles include Project Engineer, Operations; Director of Engineering, Capital Projects; and Executive Director, Facilities Management. Ms. Keegan holds a Bachelor’s degree in Engineering from Stevens Institute of Technology and a Master of Science degree in Construction Management from Polytechnic Institute.
Senior Vice President, Development & Planning
Shani Leibowitz is Senior Vice President of Development and Planning where she governs the wide range of rehabilitation and new construction projects originating from an aggressive growth initiative: one that aims to complete 2 million square feet of industrial space within 4 years. As liaison to the New York City Public Design Commission, she collaborates with architects in proposing new and rehabilitated structure designs that achieve The City’s highest design standards. She joined BNYDC in 2007 as Deputy Director of Development and Planning, subsequent to her tenure as Senior Planner at the Manhattan-based urban planning consulting firm, BFJ Planning. Ms. Leibowitz earned her Master’s in Urban Planning at New York University’s Wagner School of Public Service. She is a member of the American Institute of Certified Planners and the American Planning Association.
Carmine A. Stabile
Senior Vice President, Utilities & Maintenance
Carmine A. Stabile is Senior Vice President of Utilities and Maintenance. He leads a staff of 39 in up keep of the electrical distribution, water and sewer systems that operate a waterfront industrial and commercial facility encompassing 300 acres and 6 miles of road. Prior to joining BNYDC in 1989, he was a construction inspector for C.S.S. Testing Labs, Inc.
Mr. Carmine holds a Bachelor of Science in Electrical Engineering from Manhattan College.
Senior Vice President & Controller
Wimal Ariyawansa is the Senior Vice President & Controller for the Finance Department at the Brooklyn Navy Yard Development Corporation (BNYDC). Wimal oversees all accounting and finance functions for the department. Prior to joining the BNYDC, Wimal was the Chief Financial Officer for the Hamilton Madison House. He also served as Controller for the Trust for Governors Island.
Wimal is a Certified Public Accountant and also a Chartered Global Management Accountant. He is a member of the American Institute of Certified Public Accountants and the New York State Society of CPAs. He earned his Master’s in Business Management at City University of New York’s College of Staten Island.
Senior Vice President of Development
Lisa Kirsch is Senior Vice President of Development where she oversees the organization’s major real estate projects. Prior to joining BNYDC, Lisa worked at the New York City Economic Development Corporation where she worked on many large-scale public and private projects including Atlantic Yards, Flushing Commons and Brooklyn Bridge Park. Lisa received a Master’s of Science in Real Estate from New York University’s Schack Institute of Real Estate and a Bachelor of Science in Economics from The Wharton School at the University of Pennsylvania.
